The European Union proposed tough restrictions on three insecticides suspected of harming honey bees, raising the stakes in a fight between authorities and the chemicals' manufacturers, Syngenta AG (SYT, SYNN.VX) and Bayer AG (BAYRY, BAYN.XE).
