In a meeting with the Crain's editorial board Wednesday, Gov. Andrew Cuomo said his pitch for a 20% hike in the state's minimum wage was a “starting point” for negotiations with the Legislature. “There's a difference between what you propose and what you wind up with,” Mr. Cuomo said during the hour-long interview.
