The city is cracking down on negligent landlords and their lenders. The city Department of Housing Preservation and Development has settled with Deutsche Bank National Trust Co. to resolve complaints about repairs at a residential building in Harlem that was on the agency’s worst building list, The Wall Street Journal reported.
