The BATS Global Markets says it's been beset by technical glitches for more than four years, preventing some customers from getting the best prices on their trades. The stock exchange operator says it's working with the Securities and Exchange Commission to see how to refund some customers. In all, customers -- mostly large institutional clients and market makers -- were out slightly more than $420,000. It said the problems affected just a small
