The new highs list is seeing a larger weighting of construction and Latin American stocks these days. At the same time, IBD's screen of stocks that made 52-week or all-time highs Monday showed a healthy scoop of companies that have both an EPS and RS Rating of 80 or higher, such as drugmaker Mylan (MYL), which on Monday cleared an area of tight trading. Leading midcap Quanta Services (PWR) is another one. The stock rose 0.90, or 3.5%, to 26.92.
