Capitol Seminars' "Lobbying 101" seminar addresses challenges of dealing with new CA Legislature
PR Log - Nov 28, 2012 - Sacramento, California -- Capitol Seminars will present its popular seminar “Lobbying 101 / Understanding the Legislative Process” on Thursday, December 13 from 9:00 a.m. – 1:15 p.m. at Suite 2220, the Esquire Plaza, 1215 K Street in Sacramento, California.

“This particular seminar is our last of 2012 and is especially timely because we have a new Legislature being seated in January," says Capitol Seminars founder and presenter Ray LeBov. "There will be a supermajority in both houses for the first time in many years, and a record turnover of 47 seats total, including 38 new members of the Assembly alone. It’s a perfect storm resulting from redistricting, top two primaries and reformed term limits.”

“While the fundamentals of effective advocacy will not change, obviously there will be new political dynamics at work. Those alone represent a significant challenge for government and public affairs professionals, along with the need to build relationships with all the new players.”

“Lobbying 101” provides an introduction to the California legislative process and best practices for effective advocacy, embellished by LeBov’s real-world insights from 38 years of working in and around the California Legislature.

The seminar is designed not only for new and experienced lobbyists and their support staff, but companies that engage lobbyists; law firms; trade and professional associations; nonprofit and public interest organizations; city, county and public agency officials -- in short, anyone currently active in, or considering a career in, government or public affairs.

“We recognize that there are many veteran lobbyists who have either taken our courses or otherwise fully understand the basics,” says LeBov, “but with the new Legislature coming in, we’re encouraging them to refer friends and colleagues to our December seminar, and to send their junior staff. Some of our clients send all their new staffers to our seminars as part of their initial training.”

Lobbying 101 topics include registration & disclosure requirements, ethics, legislative rules and exceptions, working with legislative committees, review of key legislative publications, glossaries of key terms, how to read a bill, do’s and don'ts of testimony, rules for effective advocacy, attributes of a successful lobbyist, how to choose the right author for a sponsored bill, the lobbyist / client relationship, respective roles in the Capitol and the district, and much more.

Seminar attendees not only receive instruction, but participate in interactive exercises and are provided with comprehensive resource materials.

Since its founding, Capitol Seminars has hosted more than 1500 enrollees in its Lobbying 101 (introductory) and 201 (advanced) courses. Lobbying 101 is presented throughout the year, while Lobbying 201, conducted by subject matter experts in budget advocacy, lobbying the administration, media relations strategies and regulatory agency advocacy, is presented at least four times a year.
