QE3 will consist of the Fed buying 40 billion MBS each month until the job market improves. After the recent, disappointing, payrolls report, the Fed did not want to wait any longer to take action. The Fed is targeting MBS, because they think a sustained recovery in the housing market is important to the economic well being of the US. Even though mortgages are at an all time low, the Fed wants to push them even lower. QE3 could possibly cause inflation, but that is not what the Fed wants or is trying to do. The Fed’s overall goal is to stimulate growth and unfortunately there are not many ways to do that.
